JEFFERSON CITY | Voters narrowly approved tough new laws and limitations on Missouri dog breeders Tuesday night.

With 97.2 percent of precincts reporting, 51 percent of voters said “yes” on Proposition B, the so-called “Puppy Mill Cruelty Prevention Act,” to secure its passage. The measure will limit the number of breeding dogs allowed in a breeding operation, increase space requirements for animal enclosures and expand requirements for veterinary care.

It also creates criminal penalties for violating existing standards of care for breeding dogs. It goes into effect next November.

Dog breeding is a major agricultural industry in Missouri, with more than 1,400 licensed breeders operating — the most of any state.
