If not, I'd need to know more specifics about what he did, and why 25 years is warranted.

Further, if there were no actual measurable effects to his actions, that does seem like an excessive sentence.

Am I wrong?

On edit, there is this:

That does sort of make things seem more sinister, than if he'd simply been a prankster. In light of that, I do think 10-15 is warranted.
