It's a small step in the right direction. Ann Arbor has a similar initiative on the Novemeber ballot-it should pass, marijuana is already decriminalized into a ticketable offense there ($45 ticket, no criminal record and confiscation of your stash). State police in AA still enforce the state law, if they catch someone.
