A longtime supporter of free trade agreements, Kerry is treading carefully with his promises on the issue. Almost two dozen unions snubbed him in the primaries in favor of Rep. Dick Gephardt because of trade.

Kerry has wooed them by promising to review existing agreements and to create a panel with union representatives to examine new pacts for strong labor protections.

"While he hasn't been with us on trade, we have commitments," said Terry O'Sullivan, president of the Laborers International Union of North America. "We're comfortable, more than comfortable, with that."
