Looking for the Truth About Bush's Eavesdropping (Ann Woolner, Bloomberg) |

http://quote.bloomberg.com/apps/news?pid=10000039&refer=columnist_woolner&sid=aBlX8IGgHOC4Dec. 23 (Bloomberg) -- The old saying that truth is the first casualty in war goes a long way toward explaining e-mail that showed up this week from the Republican National Committee.
``Presidents Bill Clinton and Jimmy Carter Both Authorized Search/Surveillance Without Court Orders,'' the press release declares.
If this was meant to imply precedent for President George W. Bush's newly disclosed order allowing eavesdropping on Americans that the law forbids, don't believe it.
It is an example of something literally true while being 180 degrees wrong.
In fact, Carter and Clinton issued those orders specifically to conform surveillance practices -- including warrantless searches -- to limitations imposed by the law, which was new when Carter was president and amended during Clinton's years.
Issuing presidential orders to comply with a law is the opposite of claiming a president doesn't have to obey that law, which is what Bush asserts.
