21. Yes it does!
When I drive around my neighborhood I see too much new construction of huge ugly mini mansions and mini malls. We have many, many homes and strip malls that are boarded up(that could be re-vitalized) creating a blight on this beautiful state. Not only did new construction get a free
(90 day) pass on landscaping they waste water. I pass several of these ugly home developments on my way to work and have witnessed them using water instead of a broom to wash their debris into the gutter. Not only does this practice waste water it pollutes the near-by stream. I guess that "Sonny DO List" had noting to do with any real planing but business as usual.
