than the Government" would ...

since the levees had been put in place by the Army Corps of Engineers ... but funding for maintaining the levees was cut and diverted to Iraq ... so, "private industry" stepped up and shored up the levees, right? Oil companies which had all their refineries in the area spent millions out of their billions of dollars in profits to make sure that the levees could withstand almost every disaster short of the Earth splitting in half, right?
