4. I was in CA then, and he was not a tightwad
When he was Gov previously, money was flowing freely in CA. He fought Prop 13 and Prop 4 (the real problem for Governments). He also had a well tuned legislature to work with vice the stream of amateurs we have now. Initiatives passed since he was Gov. are also going to limit what he can do. His only option is to cut deep into the same constituencies that got him elected and restrict cash outflow to other local governments, schools etc. Going to be a helluva fight.
