If the Pubbies are able to portray the Dems as likely
to make the country more vulnerable to terrorism then
the Dems are toast.
Dean or any other Democrat has to be able to convince
the electorate that they are going to be able to keep
them safe from terrorists or Bush will win easily.
Fair or not those are the facts. Any Dem is going
to have to address terrorism as an issue.
