Why is the GOP bragging about illegal delegates?

Lately there has been a lot of buzz around my (military) office about involvement in partisan politics. There has even been official "training" on the subject. Some political activities are okay. Some are not. The DoD directive 1344.10 (recently reissued by the Deputy Secretary of Defense Paul Wolfowitz) spells out that "a member on active duty shall not participate in partisan political management, campaigns, or conventions (unless attending a convention as a spectator when not in uniform)." Last I checked, delegate was different from spectator, making these delegates in direct violation of the DoD directive! The whole reason this directive exists is that the military as an organization is not supposed to be loyal to any political party... only to the nation it serves. When the GOP boasts that 3% of their delegates are active military, they make a mockery of the idea of military non-partisanship.
