I think progress is about taking steps, making strides ...

CREATING GOOD JOBS ...
INCREASING ENERGY INDEPENDENCE ...
IMPROVING EDUCATIONAL OPPORTUNITIES ...
FIGHTING FOR THE POOR/MIDDLE CLASS ...

etc. all are "progressive values."
