1. Aerosolized Weapons Grade Anthrax, matched to U.S. BioWeapons Lab production
2. Packing-i.e. placed in envelopes- at various differing times-work could only have been done in a secure, contamination proof location,
wearing secure protective clothing
3. Transportation-from packing site to mailbox-if the envelopes leaked in the mail system, than just transporting them from the
packing site to the mail box was done in a highly controlled , protective manner
4. Targets- none were valued Neocon People- they were picked as to their value in attracting public notice thus creating massive fear for the Scare America Campaign- collateral damage, i.e. non-targeted victims were valuable because they represented Joe Everyday Citizen
5. Post Office Employees- viewed by the NeoCons as the lowest on the Federal Employee Rating Scale- exceptionally expendable
6. Inquirer Editor- If indeed he did write stories about the Cyclone Sisters, than he was a definite Payback Target

1. Extremely Low Chance of Tracing,Exposure, and getting caught
2. Costs- Extremely Low vs. the results
3. Access to the Weapons used- easily within the Reach of High Security Clearance Level Administration Operatives
4. Personnel Involved- Minimal
5. Effort Needed- minimal
6. History of Chemical/ Bio Weapons used by the military on the American Public-
A. During the '60's- MDA was distributed by the Army to Hippies in San Francisco
