that way. And I guess it probably is. But I have heard blacks use it about whites. And actually it shouldnt apply to poor and uneducated (or at least its not supposed to be)rather it supposed to apply to the type of guy who has a rotting 64 something in his front yard. Beer cans all over the place etc. That was the definition I grew up with.
