Maybe I'm crazy, but wait and see. This is not the same as Williams, as Gallagher was paid for specific project writings.( not that there is no ethical problem there, it's just not the same as specifically buying propaganda.)

Once we've latched onto this one, I bet a bunch of stories about Clinton era writers who did the same will come out, pre-emptivly ruining the the impact of the other Williams type crimes when they are revealed. They did it with the national guard story and others.
