It seems to me that the Dept. of Homeland Security should/would have a command and control center from which they would operate in a disaster. This storm obviously was going to affect several states, so blaming state and local responders rings hollow. When the magnitude became apparent (before it struck land), HLS and FEMA should have gone into a centralized organizational mode with communication and planning with all parties involved. That's just me.
