Justice staff called GOP remapping plan illegal, memo says
That call was overruled despite the finding that minority voting would be diluted

WASHINGTON - Justice Department lawyers concluded that the landmark Texas congressional redistricting plan spearheaded by Rep. Tom DeLay violated the Voting Rights Act, but senior officials overruled them and approved the plan, according to a previously undisclosed memo obtained by the Washington Post.
