5. Even if this passes, could it possibly be constitutional?

I know we live in an increasingly fascist society, but last I read the US constitution, this kind of thing (arrest without probable cause and demand for such a "search" of your person to reveal identity information) would not be consistent with the bill of rights. But, hey, I am just an old-fashioned founding fathers-believing American....:mad:
