"Christmas in the Workhouse"

Did R. Kipling actually compose a poem by this title or was it concocted for the storyline of a television production in the 70's called "The Gathering" (starring Ed Asner, Maureen Stapleton, Veronica Hamil, Bruce Davidson, Gregory Harrison). There's a scene when the men gather in the kitchen and the Ed Asner character starts to recite "Christmas in the Workhouse", which he doesn't complete.

I've gone to anthologies of Kipling's works in the library (and googled appropriately) and I haven't found it.

What do you know about this? Thanks.
