Or, I don't know, there's something even more apt.

The metaphor is the pied piper, I believe. The pied piper got all the rats to follow him out of town, right. And the citizens didn't pay him. What happened? He lured their children away? Right?

The rats were the voters who followed Bush's song. Bush didn't get what he wanted, and now he's taking the children too?
