Chimp was on AF-1 when the whole plan was put into action. We *know* as fact that he's known about it in detail for over two years. That means that he helped cover it up for over two fucking years. There's no way that there isn't presidential obstruction of justice and conspiracy.
We have to hope that Fitz has him by the short hairs.
