I've been sitting here pricing/comparing dial-up ISP's for my grandfather, and with eerily coincidental timing, I spotted your thread. My choices were down to Earthlink and PeoplePC (mostly because he lives in a pretty remote area with few local access numbers). Now Earthlink's out of the running for good.

I've kinda become the computer "go-to" person for my family, and my uncle has used PeoplePC for about eight months with no problems, so it seems a fairly solid recommendation. No idea about their politics, though a brief net search doesn't reveal anything heinous about their business practices.
