But we do get very good coverage... immediately after every report, and it is especially good coverage since the brother officer lives right there. But, again, nothing happens for a month or two and interest dies down.


My theory: As I said this has been going on for years, and the guy knows the neighbothood like the back of his hand. I think it's got to be someone who lives right in the neighborhood, because he will always have a perfect alibi for being at the scene; if he ever was stopped, he could just say he heard or saw something and he went out to see if he could catch the guy himself.
