with an $80 router, or even a free firmware upgrade to the router you have... or 10 minutes of someone's time to help you set up static IP's. I think that Cox is not your issue (not that they don't have their own) . You can easily prove or disprove this by taking one machine and hooking directly up to your cable modem with it - bypass the router. I bet you can stay connected all day long that way. The IP address conflict is a symptom of DHCP issues with your router and/or internal LAN.

Seriously, unplug your router from the cable modem and plug the modem right into your machine. Re-boot and I bet you have zero interuptions.
