would actually negotiate, in the TOS environment they came out shooting and didn't ask questions or offer to negotiate, it was submit or nothing. Like everyone had the attidute of the Borg but they lived right next door and you had to deal with them every day not once a season :)
And the TOS crew had much less effective means to fight aliens with powers to destroy planets and suns and worse - annihilate all of reality in some cases with that lesser technology.
