1) I believe it inherits the settings from the File Explorer view. Double-click My Computer, then go to the C: drive. Set the view to be how you want it to appear in Outlook. (Click View... Details). Then click Tools... Folder Options. Click the View tab, and click the "Like Current Folder" button. Now go into Outlook and try it.

2) Open up IE, and go to the website: http://windowsupdate.microsoft.com. That way you can see what it needs you to download. They did have an instance awhile back where two updates refused to install themselves from WindowsUpdate, and you had to download the patches manually, so let me know if that seems to be the issue.
