1. Depends on how you define "hot"
Here in North Texas, we get about 2-3 months where I will avoid going outside during the hottest part of the day. The vast majority of winter is light jacket weather at worst.

I figure we get about 8-9 months out of the year with really nice weather with the daily highs in the high 50's to mid 80s range.
