(Bush got) a two-minute limit on the candidates' responses -Bush team's demand for strictly enforcing a two-minutes limit on each side's response to questions from the moderator or audience members. Penalties for violators of the two-minute rule including flashing lights, buzzers and eventual microphone cutoffs.

"The Bush negotiators are really proud of that one because their candidate can't talk for more than two minutes on any subject," said Democratic campaign adviser Gale Kaufman. "But two minutes makes it impossible to talk about anything substantive. The Bush people did win on that one. Too bad."

So we await the classic Bush confident strut as he walks in to the debate with with shoulders hunched and elbows out, like he's waiting for his Right Guard to dry, knowing he has 90 second answers to everything.
