Biden on Gore's endorsement of Dean

I watched the Daily Show last night (the repeat one of the night before) and Sen. Biden was on. They were talking about Gore's endorsement of Dean and Sen. Biden said it was "good for Gore" and Stewart asked why and Biden said--in a half-whisper--the Dean had millions of dollars and Gore wanted some of that money.

What does that mean?

Is a campaign fund transferable from one candidate to another?
If Dean doesn't get the nomination and has millions left over, could he give that money to Gore in 2008 if Gore runs?

I was kind of shocked that Biden would say something like that. If it's true, that's very honest of him, but I don't know how the money works so I don't know if it's true or not.
