The fact that the Republicans have enough votes to confirm Rice does not excuse this vote in any way at all.

No negative consequences from voting no -- so the only possible reason to do so would be if they believe she has the integrity and qualifications to be Secretary of State -- and if they believe that, they don't belong in the Senate.
