CAIRO, Egypt — Al Qaeda's No. 2 leader released a new videotape disparaging the U.S. concept of reform in the Middle East and condemning assaults on women during anti-government demonstrations in Egypt (search) last month, the broadcaster Al-Jazeera said Friday.

Ayman al-Zawahiri (search) also criticized the Pakistani, Saudi and Egyptian governments, in the videotape, the Arab broadcaster said.

Al-Zawahiri is the deputy of Usama bin Laden (search) in the Al Qaeda terrorist network. He is a doctor who was imprisoned in Egypt for Islamic militancy. After his release, he moved to Afghanistan where he merged his militant faction with bin Laden's in the late 1990s.

In a brief clip that was aired without audio, al-Zawahiri appeared sitting before a plain backdrop with an automatic weapon next to him. He wore a white turban, with black and white robes. At one point, he glanced to the left at something off-camera. Al-Jazeera spokesman Jihad Ballout said the station received the tape Friday, but would not provide details. Al-Jazeera did not say how the video was received.
