42. Back during Poppa Bush's trainwreck of an administration
....the news media got Dan Quayle syndrome. It was rarely news that Quayle went somewhere and fucked up royally because he did that almost every day. What became news was the rare occasion that he didn't fuck up (For example, he went to the Indy 500 and managed to say "Gentlemen, start your engines!") and that was what America saw.

Not sure that's relevant, but it came to mind.

"why hasn't ANYone in the media at least questioned whether he's in control of anything?"
What always struck me about the "My Pet Goat" incident on 9/11 wasn't that the corrupt drunk sat motionless for so long...but that his staff didn't even bother to pretend he was in charge in all that time. The WH Chief of Staff, Andrew Card, came into the classroom and whispered something in his ear...and then walked briskly away, not even pausing to pretend that Chimpy had an order to give. Card knew Chimpy wouldn't have anything to say worth the hearing.

Other than writing letters to the editor along the lines of your post, I do not know what can be done.
