I got the feeling she was actually doing it on purpose to come across as warm and fun, but because it was an act she didn't pull it off right and it backfired.
It almost comes across like a robot laughing because there is a pause then she just blurts it out. Even Stephanie Miller is using it on her radio show for humor.
