All of the democratic Senators, including Kerry and Edwards, know that the RNC would run non-stop ads saying that the democratic party put politics over national security if they block this. Republicans probably would pick up a lot more Senate seats. It also probably would be a big boost to Bush. Goss isn't worth such a risk in my opinion. He can be dealt with later when the democrats are in a position of greater strength.
