With the idea that the only people thinking Cheney's running the show are active, voting Democrats. Active, voting Democrats think that Rove and PNAC are running the show.

I know lots of people who aren't that interested in politics at all that think that Cheney is the head cheese because they see Bush talking and cannot imagine that he's really at the helm. Some of them are Republicans who say, "Bush doesn't have to be smart. He's got smart people around him. If he doesn't know what to do, Cheney can help him."
