Will Florida be ready for elections?

I don't want to appear to be cold hearted, but the subject of just "how" Florida elections will proceed as normal (whatever that means) seems to be a huge story that is not being discussed.

Of course the people in Florida have been traumatized and are in a state of shock. It is a tragedy that has scientists scratching their heads. I can't help thinking of Bush's comment about hitting the trifecta. And wasn't this administration just talking about a contingency plan for delaying the elections in the event of a terrorist attack. Does this apply to acts of God? Only if it would help the party in power, most likely? If we had chaos in the last election and Florida goes into this election in a state of chaos, who does this help? How can everything be in place by Nov. 2nd?

This is the only article I could find discussing this.

"MIAMI—The most scrutinized, analyzed and hotly contested piece of U.S. electoral real estate has been returned to the political stone age by Mother Nature"

If they are telling Floridians that it could take up to 3 weeks again to get basic power, how will the lack of communication, difficulties getting fuel, transportation, etc. effect them getting to the polls? And of course, once again, those who will most likely be disenfranchised will be the poor, who do not have the means to get back on their feet in a short period of time.
