11. The "snowy photo"...
...is at the end of Summit Ave in St Paul where it dead ends at the Mississippi River. There is a cool scenic overlook there.
It was taken in Feb of 2006. Feb was very mild with daytime temps in the 20's.
Its really not so bad once you find the clothing that is right for you.
I'm not a hardened Minnesotan acclimated to frigid temps.
I'm a fairly recent immigrant from New Orleans (5 years) more comfortable with blistering temps and high humidity.
I rode comfortably into the bottom teens, and only missed trying single digits because we didn't have any (in the afternoons).
People downhill ski in those temps without problems.
The real secret is NOT to overdress, but carry extra layers if needed.

I also recommend studded bike tires if you want to get off the beaten path.
