Kerry's great strength has always been as an investigator; he pushed forward with the Iran-Contra issue when others would not and so was singularly responsible for the bringing out truths that would forever tarnish the legacy of President Reagan in the eyes of many. The senate is a great place from which to carry out an investigation, but with a hostile president, willing and capable of exerting pressure on the FBI and the other investigative arms of the Executive to cover up his misdeed, it may well no longer be good enough.

The real place from which to hold an investigation in the white house; the FBI could be cleaned out and made trustworthy again, as could FERC, the SEC, and the many other investigative and regulative bodies. The Department of Justice could be tasked with uncovering and prosecuting every last misdeed of these people.

From the outside, we can reveal some shreds of truth, and publicly shame these people, but as long as they hold the reigns of power, they can always forgive themselves and move on. If Kerry he can root out every crime and send them all to prison for years.

That said, there is a possibility that, if we get someone like Kerry into office in 2008, we could successfully prosecute these people then. The Judicial system might look a little less favorably on the truth by then, though.
