they did send out notifications and they were purged because of a federal requirement that if they don't vote in the last two elections they get booted.

the real problem was that the did the purge just before an election which is not right, it should be done just after an election so people have time to find out about it, and in this case when they checked a few months ago they would have found out there was a problem.
