Without looking further into it, based only on this story, it would seem as if "Norway" violated a number of rules.

That notwithstanding, and knowing what outright wusses the entire IWC/CITES folks are, I can only look upon an act that will go unpunished. All the while, in the back of my mind, a little voice says, over and over, "he's getting a faster boat. he's getting a faster boat." Exposing this barbaric trade, regardless under what flag the boat sails under is all too important.
