He and/or his staff seem like they really tried to anticipate the abuses that could occur. (I'm surprised that he has such a short period before an election - is 30 days long enough to reject false complaints? Even with the penalties, you could picture a SBVT type creep filing fake charges 31 days before. They would be punished afterwards, but they may have caused the candidate to lose.)
