They expect people to think Webb was wonderful for going to Vietnam for a few years to bring companies in - likely for great monetary reward, but ignore that it was Kerry more than anyone else who made that possible.
and not only that, Webb was also bashing Kerry for his role in the normalization of relations with Vietnam.
Note that Webb's current wife is apparently Vietnamese. This is only important in that it suggests his views on Vietnam may be more rigid because of her influence. (Only suggests, though.)
