The implication being that it's okay for a country to arm itself if it's "up front" about it? We shouldn't worry about dangerous countries like Pakistan and N. Korea arming themselves because they came right out and said they would do it?

Uh...right.

This is just more Neocon grist to support their own agenda for dismantling US arms treaties.
