Internment camps
I came across this in a book about Nazi Germany: When Heinrich Himmler was attacked for the arbitrary and brutal treatment of inmates in Dachau, the first concentration camp, he "asserted that since all the inmates of Dachau were political prisoners held under the emergency regulations, they were outside the normal judicial and criminal systems" ("The Devil's Disciples" by Anthony Read, Page 314).
Sounds familiar.
