Bucahanan I think I would vote ultimately because how he acted led to Civil War, I would also consider Coolidge and Harding because their economic policies led to the depression plus their international isolationism was troubling too.I wouldn't have Hoover on the list though, he should have handled the depression better but he was unfairly blamed for it, his successors deserve more blame. Bush is definely the worst in my life time though without a doubt.
