He is setting it up. When he says no one has said "do not use this tool in the fight against terrorism" he is setting up an impossible and illogical statement that of course people will agree with him on as he opposes it.
No one in the democratic party is saying not to use wiretaps - they are almost ALL saying don't use ILLEGAL wiretaps with NO WARRANTS. Bush has a talent to oversimplify and make his statements seem plausible on the surface to the uninformed.
Remember he isnt talking to you and me - he isnt even talking to people who watch the news he is talking to the schmo who will hear a 20 second sound clip that sets up another them and us dichotomy where bush gets to define the position of the imaginary "them".
Given real debate where the dems state their own position bush falls flat but when he gets to present both sides of the argument he mischaracterizes the opposing view to such a degree that anyone hearing his debate with himself can't help but agree with him within the context of the argument as he presents it.
I am in training for the william faulkner run on sentence world championships to be held later this year in the small town of bastanchury, a town most characterised by its allegiance to....oh all right ill stop now.
