Bush in Cancun - is he there to learn how to clean up after a storm?

Cancun has a few hotels, some businesses and more than a few residences still out of commission. On the other hand, it is thriving, safe and actively seeking tourists.

New Orleans is a sad shell, and what is sadder is people aren't even facing up to the fact that NO will be under 20 feet of water in a few decades. The question of whether to rebuilt or not is still not being addressed rationally. No matter. the whole process stinks.

Yet, Mexico, that poor, illliterate, backwards and brown-skinned nation managed to rebuild Cancun well enough for three national leaders to come together and listen to Boy George dictate policy. How did they do that, George? And why couldn't you do the same in the gulf?
