"as he (President Bush) determines" . These Authorizations for Use of Military Force, with the embedded War Powers Resolution of '73, are self-contradictory. With combined fabrication of WMD's in Iraq and (potentially) a similar situation with 9-11 (see 9-11 Press For Truth), we see that the "clear" "situations" and "circumstances" the WPA of '73 requires both weren't truthful.

The truthful part is implied by the WPA, but no reasonable mind can be expected to defend fantasies and fabrications, unless you are some DoD neocon with a political backing and a project requiring a war 'pretext'. Besides, Congress cannot abdicate ITS duties to a president or other executive. The power is theirs and theirs ALONE. The president doesnt' just declare war on his own...well, at least constitutionally, but now unconstitutionally he does now, "as he determines".

Seven Days In May, without the bullets. Only Congress, who did the damage in the first place, can repair the damage. Unfortunately, we have to wait 38 more days...when a Democratically controlled House can at least begin the necessary investigations and begin taking testimony under oath.
