Earthlink dial up down nationally via Verizon. Is this due to Robo-calling?

We've been unable to get on the internet for four hours. Hauled the laptop to the library.

Earthlink told us they have NO IDEA what is going on, but it's down everywhere that it is connected by Verizon
I wonder if the Robocalling is jamming up Verizon this much.

Anyone know what's going on?... Library is closing soon.
