Please add to the list, but keep in mind, stupid is not a crime, incompetence in not a crime...going to war is not a crime, anything that Congress sanction is not a crime. It has to be about abuse of executive authority, Believing in the Unitary Executive is not a crime.. Acting like it exist is.
Focus on that which COngress never sanctioned. Where he overstepped legal or constitutional authority that rises to needing to protect the Constitution and delegation/Separation of powers. Activities of others is not an impeachable offense unless there is a strong case that he ordered it. It probably is going to be impossible to prove that he ordered somethings.
Although there are doubtless inferences that will suggest that he must have know or authorized actions...or should have been the one to authorized. it is probable that a case will prove that he was asleep at the switch rather than that he was gave the order.
We come up with 20 on strictly legal grounds and I think a case can be made for impeachment that would be about protecting the Constitution rather than just about slapping him or punish him....
