Sorry for my perhaps shorthand and flip response --
There are procedures, of course, as you note from the website, but I think you might ask those here who have volunteered in campaigns before and what opportunities they saw for moving into a delegate position?
Where you have an underdog challenger -- maybe like Kucinich -- coming on you might find an opening -but generally they're looking for people with some power to help them -- via friends or money.
Ask yourself what you'd be looking for -- ???
